Competitive tendering
In fact, with regard to procurement, it is synonymous. However, in contrast to the "tender", the notion of "competition" is defined in the main document for economic activity - the Civil Code.
The term "tender" is used in a number of laws and regulations, but did not clearly defined. Therefore, speaking on public procurement (public procurement), we preferably use the term "competition", and for the procurement of international organizations - the tender. Often in tenders of commercial structures they also called tender.
Apart from this difference, much more substantial legal content of the term. If a company announces a competition, his conduct should be governed by the Civil Code, and in the case of public procurement - in addition, and relevant laws. If we are talking about the tender, then all is not so sure.
Unfortunately, the terminology is seriously competitive procurement no one has yet dealt with, because some commonly used robust terms such as "competitive bidding" and "request for quotations" that are understandable to experts, but looking rather odd in the eyes of the linguist.
